What is it about?
By establishing an evolutionary game model among air transport enterprises, road transport enterprises, and multi-modal transport operators, this study examines the strategies, evolutionary paths, and cooperation mechanisms for each participant to form a multi-modal transport organization. Each participant weighs the cost investment against the additional benefits that can be obtained, deciding whether to choose to form a joint transport organization.

Why is it important?
The findings indicate that: firstly, the initial willingness of participants significantly influences the establishment and effective functioning of the multi-modal transport organization; specifically, the initial cooperative intent of transport enterprises is crucial for the formation of such organizations. Secondly, the behavioral strategies chosen by operators can affect both the costs incurred by transportation enterprises and the additional revenues generated from new markets. Internal factors, such as equitable income distribution, are conducive to the successful establishment of multimodal transportation organizations. Lastly, external environmental factors, including business scale and fluctuations in market development, also influence the willingness of members within multi-modal transport organizations.

Firstly, multi-modal transport operator organizations should play a leading role in stimulating the development of a comprehensive and integrated proactive operating model, and form transparent and effective communication channels to ensure that transport companies are informed of their business development and decision-making processes, and to help them build trust and promote cooperation. With the aim of achieving close connection between Beijing's highways and airports, relevant departments should promote the development of Beijing's freight market. Second, strengthening the leading role of the road and air transport enterprises. The two main parties should work together to supervise multi-modal transportation organizations, develop clear cooperation agreements, clarify the responsibilities and rights of each party, and set up a reasonable benefit distribution mechanism. Ensuring that every party receives fair economic incentives for achieving the goals of the multi-modal transport organization. Finally, strengthening the safeguards for the establishment of multi-modal transportation organizations.
