What is it about?
The article was developed within the framework of social innovation, specifically in local health establishments. An instrument with three factors, Human Resources, Procedures and Infrastructure, was proposed to determine the need to carry out research to innovate processes and methods, so that quality services can be provided to the greatest number of families who do not have access to Security Social.
