What is it about?
Competency-based training (CBT) is gaining support as an effective approach towards developing fully qualified human resources. It plays an important role as a link between organisational training and performance management. How is CBT implemented by civil aviation authorities (CAAs) across Europe? This pilot study examines the feasibility of conducting a larger-scale study on the elements and role of CBT in relation to civil aviation inspectors.

Why is it important?
Our findings within this qualitative pilot study show that the elements of CBT applied by CAAs in Europe are generally consistent; however, not all the recommended elements are included and applied harmoniously. Thus, a further large-scale study is needed by deploying a mixed-methods research approach. It is important to conduct additional research on this topic because a coherent approach towards implementing CBT management practices of European civil aviation inspectors should lead to harmonisation of their competencies despite the national differences. This will allow for an easier transfer of know-how among CAAs and overcoming the actual differences in skill levels of their essential employees.
