What is it about?

Amidst uncertainty as to how government policies influence the governance of public universities at the organisational level, this study devises a model of three constituents of governance and use it to examine government -governance connectivity in Australian public universities since 1823. The results reveal strong government-governance connectivity for two periods but a deviation from policy expectations in the third period. The outcome is a hybrid control environment as opposed to a corporate control environment due internal stakeholders oriented towards previous management cultures. These findings suggest a theory practice gap to be confirmed via further empirical research. It also has policy implications for policy makers to recognise the hybrid environment and to ascertain the risk the hybrid environment has on expected outcomes of the corporate environment.
