What is it about?

Reducing budgets in the public sector have meant that the use of the phrase 'doing more with less' has become increasingly common . Is austerity the reason policing is using Lean and Six Sigma? Are these the right reasons and do they negatively impact on continuous improvement initiatives and their sustainability? Does this approach leave out key elements of a strategic and organisation wide use of CI? These questions are explored using case studies and examples of initiatives in policing throughout the UK.

Why is it important?

There is a risk to reputation and potential benefit of CI initiatives if they are not holistic or planned and are simply short term projects aimed at reducing cost. More importantly such initiatives may not achieve the benefits that they are capable of or may not contribute to public service reforms in the way that they have the potential to.

Perspectives

The paper includes academic viewpoints and research but is also written from the perspective of police officers involved in police and public sector reform and incorporates current debates on the nature of reform in policing as opposed to simple cost reduction driven by budgetary constraints.
