What is it about?
The common measure of controller complexity is simply the order of the controller. This can be deceiving, so in this paper, a fundamental measure of controller complexity is proposed which incorporates elements of the memory requirements, number of computations required which may be overlooked by simply using the controller order. A method for determining the controller with the minimum complexity is also proposed and supported by an example.

Why is it important?
This paper was an early foray into the area of cyber-physical systems before the importance of considering the computing requirements for control systems was widely appreciated.
