What is it about?

Precipitation is a key source of water for agriculture and daily life in East Africa. Drought and floods stem from dry and rainy seasons and affect millions of people. The large scale patterns of the Pacific and Indian Ocean surface temperature together with the general circulation clearly determine precipitation patterns in the region. Soil moisture dependance is a bit more debatable.
