What is it about?

This paper does two things. It identifies how performance measurement can achieve the greatest number of benefits with the smallest number of drawbacks. It then describes the Public Sector Scorecard and how this was used to improve a Stop Smoking service in Public Health.

Why is it important?

The case study began with a series of workshops with over 100 service users and continued with stakeholder involvement throughout. This proved very helpful in ensuring that the service was effective and met user needs. The number of people stopping smoking in the city doubled and continued at that level for many years.
