Strategic Planning and Project Management Challenges in Ukrainian Local Government

What is it about?

The study explored strategic planning and project management within Ukraine's local self-government, focusing on identifying specific opportunities and challenges affecting these processes. The methodology employed analysis and content analysis of scientific literature, selected through the PRISMA-ScR approach, to examine 42 scientific sources. Key challenges identified include reforming the legislative system, regulating financial conditions, and enhancing qualifications among local government employees. The study highlighted the need for improved intergovernmental coordination, effective use of civil society’s organizational skills, and clear division of powers to address these challenges. To strengthen local self-government capacity, the study emphasized the significance of the management maturity model, Agile model, and MSP model. The study concluded that further improvements require changes to the regulatory framework, active involvement in national strategy adoption, educational programs, and continuous staff development.
