What is it about?
Being small in size is one of the characteristics of urban deteriorated fabric which is not a problem by itself; however, there are some environmental conditions and other factors that act as a chain and affect the renovation of small-sized parcels in Tehran city and makes the small size parcels an issue. future strategies to encounter this issue and design method in these fabrics are the main targets of the current paper.

Why is it important?
Renovation of the urban deteriorated fabric constitutes of different elements; however, the output of the process should ultimately lead to the promotion and improvement of life quality through defining and executing development stimulation projects including services and value-adding projects as well as housing renovation. Assemblage small sized parcels is one of the methods employed in housing renovation that aims at improving the quality of accommodation for residents of urban deteriorated fabric and this is an action that must be done by owners through receiving the support and back up of the state sovereigns (government and municipality); and the necessary means must be provided for its realization. Thus, assemblage small sized parcels in urban block scale; and of course by citizens participation is one of the functional options to achieve those goals.
Perspectives
The global examples and local experiences show that all approaches, plans and executive plans should be developed and materialized on the basis of “people participation” principle. This procedure is executable in various forms; reinforcement of existing buildings, renovation of single parcel and assemblage of small-sized parcels are the methods that play important role in this process. The present paper studies different scales of “assemblage” as one of the methods of housing renovation and by using analytic hierarchy model AHP method proves that assemblage in urban block scale by citizenship participation could serve both as a tool for improving land distribution pattern, and, providing new opportunities for the city to develop.
