What is it about?

This article offers some surprising aspects to the transformation process amongst Russia's regional elites over the last thirty years. These new revelations help explain some of the problems Western analysts see inside of Russia with its domestic politics and failure to properly consolidate democracy.

Why is it important?

It provides both qualitative AND quantitative evidence for explaining transition processes across Russia's regions and provides evidence of how those processes explain more than just domestic politics but actual important foreign policy decisions as well.

Perspectives

This is a rare and unique article in that it is a joint project between American and Russian authors, but with the Russian contributors being from deep provincial institutions, rather than being from the stereotypical Moscow or St. Petersburg universities. This provides a refreshing new voice from Russia.
