The key point is that almost everything jumps at the same time, namely, medical admissions, A&E attendances, GP referral and/or changes in the ratio of first to follow-up appointments, NHS staff sickness absence, and even a wobble in the gender ratio at birth. Changes in policy or funding are unable to trigger such changes.
