Why is it important?

The English HRG tariff contained many serious flaws and this is one of them

Perspectives

The HRG tariff was a central policy in the implementation of the purchaser provider split in England. As such no one in the NHS was allowed to question the validity of the tariff, and this led to policy-correct views of how costs ought to behave which did not hold in the real world. Part of a much longer series on multiple flaws in the English HRG tariff, see http://www.hcaf.biz/2010/Publications_Full.pdf
