What is it about?

The HRG tariff is used by the English NHS to pay providers for activity. Since 2002 there has been an explosion in same day stay 'admissions' into assessment units. There is huge variation between hospitals in the proportion of emergency 'admissions' which are zero day stay. Hospitals making greatest use of assessment units make a large financial gain due to flawed assumptions in the HRG tariff

Why is it important?

Different purchasers therefore experience markedly different costs for the same quantity of health care depending on how hospitals choose to count 'admissions'.

Perspectives

This is an area which the Department of Health and NHS England have exerted strenuous efforts to avoid! The equivalent to a political hot potato which no one even wants to acknowledge.
