What is it about?
This perspective article identifies and critically analyses the commonalities & differences in the management of COVID-19 in India & Sri Lanka during different phases of the pandemic based on the initial capacity of the health systems in both the countries at the national level as well as at the sub-national levels and how different levels of government responded (or failed to respond adequately) to the pandemic based on the respective capacities and ideologies of the governments in power.

Why is it important?
One of the important contributions of this perspective article is how sub-national governments could complement or substitute the national government in the delivery of emergency relief under a federal governing system in India, which was lacking in a unitary state in Sri Lanka.
