What is it about?
Many governments are promoting sustainability planning as they work to address issues such as climate change. The paper looks at Canada's experience with requiring sustainability plans for all communities wanting access to infrastructure funds. Although national mandates can force local governments to produce plans, the plans created may not go far enough to generate long-term sustainability.
