What is it about?
It is about the legal regime of the measures taken in response to the COVID-19 pandemic in Turkey. Although Turkey did not declare an official state of emergency during the pandemic, the measures taken raised significant concerns regarding the principle of legality. Neither the Turkish Parliament nor the judiciary responded to the ultra vires actions of the executive in this regard.
