This Hague Journal of Diplomacy discusses new perspectives on government assistance to nationals abroad - an issue of concern to foreign ministries and other actors concerned with the security of citizens outside national borders. Citizen security a major governmental security concern in a globalized world.

Why is it important?
The 'duty of care' for nationals abroad affects individuals as much as large groups of people trapped in crisis situations varying from natural disasters to terrorism, or individual criminal acts. This special issue has a novel conceptual focus on consular assistance that articulates and discusses important questions for governments and all stakeholders involved in the security of their citizens overseas.
