What is it about?
This paper introduces and comments upon a recent agreement that may enable a group of small island developing states to bring a case before an international tribunal. Such a cases may allow the tribunal to given these states advise on states legal obligations to prevent harm to the marine environment, respond to climate change and possibly liabilities for harm already caused.
