What is it about?
Safer Internet is a public good. However, every individual is not equally disposed to securely participate in a digital first society in a manner they can and they value. Security and Privacy is a privilege available to few while excluding many. Usable security community has done a remarkable job of bringing the user at the heart of systems design. However, they need a broadening of focus to include disadvantaged groups. We propose the adoption of Capability Approach as foundation to design privacy enhancing technologies.

Why is it important?
There is a push towards the adoption of digital technology for access to welfare services, financial services, health care. Individuals differ in their health, education, physical ability and can be in vulnerable situations such as fleeing oppression or conflict. Capability approach would situate human diversity at the very heart of how systems are concerned and developed. The significance of our proposed approach lie in its ability to provision equitable access to secure Internet for all.
