What is it about?
Strategy, nonstrategy, and no strategy are three distinct concepts. Only substantive definition of strategy can draw boundaries around the concept and make this distinction possible. Strategy is aspirational, power-creating, directional, systemic, and intentional. A strategy that is not claimed by an entity should not be attributed to it, and a false claim does not turn nonstrategy into strategy.
