Cyberspace as a fifth dimension of national security: trade measure exceptions

What is it about?

The WTO national security exception does not extend to cybersecurity matters and therefore if governments wish to comply with their international trade obligations they must negotiate with each other prior to introducing measures that could be deemed protectionist.
