What is it about?

This paper grapples with the question of whether Nigeria is actually fighting corruption to win it, due to the paradox of escalating corruption in the midst of anti-corruption institutional framework. The paper locates the crux of the paradox in weak institutionalisation, which sucks these agencies into the murky waters of politicisation and thus robs them of the capacity to act independently. In other words, the trajectory of their operations are dictated by the overt and covert preferences of the presidency. The paper contends that if corruption must be defeated, it is imperative that strong institutions are entrenched rather than strong presidency.
