What is it about?
This paper exposes a less recognized tendency in contemporary poverty alleviation policy: after years of legitimizing and normalizing conditionality in the area of cash transfers, neoliberal welfare is promoting conditionality in in-kind services. The introduction of conditionality into in-kind services, could have encountered the objection of municipal administrators watching how the state downloads its responsibility to the municipal level. However, they did not. Instead, by building the professional self of municipal welfare administrators, the objection potential disappeared and was replaced by professional pride extracted from collaborating with the introduction of conditional in-kind support.
