Tony and I took a particular perspective on this issue, all those years' ago. That approach was modelled on the FAUI project in the US and led to a long-list of possible options and tactics which made managing local government seem like working in an old-fashioned confectioners. I would later liken what we sought to do as being to compile an Encyclopedia Austerita. It does seem to me now that this approach disregarded some obvious moral as well as temporal-behavioural effects that would readily overwhelm any dispassionate endeavour to calculate, calculate and calculate some more!
