Why is it important?
Governments faced formidable challenges in coordinating public health responses to the COVID-19 pandemic. This study provides empirical insights into factors driving health leader turnover during major health emergencies. This paper finds that policy disagreements contributed to significant turnover.
Perspectives
Writing this article was important because it helped to document how state-level public health leadership turnover affected the COVID-19 pandemic in Brazil. We show that there was a fairly high level of replacement in some states and explore how public health and management expertise, as well as political disagreements and corruption allegations, contributed to the reasons why secretaries left their posts during the health emergency.
