What is it about?

This paper argues that if we are to understand what makes some regions more resilient to economic disruptions than others, then we need to understand how and why some regions and their constituent actors or agents respond more quickly and effectively in the face of economic shocks and take positive purposive action. Here we focus on exploring some of the key factors shaping the choices and responses of agents.
