What is it about?
Which type of States are favoured by the Prime Minister's party while determining the distribution of discretionary grants? In the 'Dominant Party Era' Own party ruled states and especially the swing states among them were favoured. But the logic has changed in the coalition era. The Outside supporters, the coalition partners (aligned states), and even opposition parties have received 26 per cent, 22 per cant, and 16 per cent higher grants, respectively, for centrally sponsored schemes relative to states ruled by the prime minister’s party (affiliated states).
