What is it about?
This study is about measuring gains from port governance model transformation from 'tool port' to 'landlord port' model. We used game theory to investigate gains of port users (shipping lines) and port authorities (or container terminal operators) from the hypothetical port governance transformation.

Why is it important?
We found that 'landlord' port governance will maximize regional welfare, providing maximum gain for port users and port authorities jointly. The model formed and used could be used to investigate gains from port reforms in other ports of the world.
