What is it about?
A description of Rasmussen's complete risk management framework, including aspects of it that are largely ignored in the scientific literature, together with a discussion of some of his concepts that he does not explain well.

Why is it important?
Rasmussen developed a formative strategy risk management of large-scale sociotechnical systems, but it is treated within the literature as normative largely because his ideas that make his strategy formative are neglected. There is no other formative strategy to be found within the open literature. Competing approaches are normative and have significant limitations. Given those limitations, coupled with the catastrophic potential of many of our contemporary sociotechnical systems, serious assessment of those neglected aspects of Rasmussen’s risk management framework seems warranted.
