Why is it important?

Space junk is national security issue. It can be created to cause problems. It can be worsened by poor decision-making. Its potential solutions have a nefarious side and you have to keep a close eye on what other governments are doing... A method to clean up space junk might also be a method to drag one of your communications satellites out of orbit without causing fragmentation.

Perspectives

The original title was "Space Junk and the Behavioural Economics of Defence". That pretty much sums it up.
