What is it about?

Challenges that parents may face understanding their rights when it comes to meeting the needs of their children who receive special education services in the United States. The rights of parents are described in writing in Part B of the Individuals with Disabilities Education Act (IDEA). Parents need access to documents that they can read and understand.

Why is it important?

Documents given to parents in a language that they do not speak, read, or understand, become a barrier in a parent's right to participate in shared decision-making. We need to consider the readability of documents given to families to make meaningful decisions for their child. These decisions include identification and diagnosis, individualized educational planning, and transition to adulthood.
