Using empirical data from Cyclone Sidr in Bangaldesh, this paper shows the relative impacts on poor coastal households from the different protective benefits provided by public investments, private defensive expenditures or natural barriers, such as local mangrove forests.

This is the first study that shows the relative impact and benefits of these three very different types of protection mechanisms: public programs, private defensive expenditures and natural barriers (i.e., mangroves).
