What is it about?
The paper shows that tourism struggles to find a place in a resource dependent developing economy setting. Its potential importance is recognized by stakeholders, particularly for areas away from the national capital Dili. Smaller operators (as exemplified by community-based projects) will need to collaborate effectively and find common ground if they are to survive and contribute to the wider economy of Timor.
