Why is it important?

This article is based on the project output vs. outcome discussion. For instance, let's assume there is a student exchange project. We can argue for the effectiveness of this project through the number of participants. Or we can follow the alumni and see what they have achieved. But in both instances, we are arguing for the effectiveness of the project as student exchange, not necessarily as a political communication project. So, how can we link a student exchange project with a foreign policy goal - such as increasing bilateral trade? The article defines three different areas in which these links might be observed.
