What is it about?

This paper describes the process and data that the City of Cape Town government used to prepare for Day Zero during the 1:600 year drought in 2017-2018. It covers data sources, management protocols, timelines of events and the detailed context of the drought and Day Zero.

Why is it important?

It is the first time this work has been made public in order to share the lessons learnt with other city governments and decision-makers facing water crises. It shows how much was done behind the scenes and how this work benefitted the COVID-19 response in 2020.

Perspectives

There have been many articles written about Cape Town's Day Zero water crisis. This paper benefits from co-authors who were at the centre of the City's response to the drought and have unique knowledge and insight. It therefore provides a valuable resource for many others working on disaster response, both in academia and government.
