What is it about?
This paper emerged from the work done in the late 1970s at the Indian Institute of Management, Ahmedabad (IIMA), by selected members of the Marketing Area faculty. There was considerable involvement of IIMA marketing faculty in developmental policies in India in those days, and I (Nikhilesh Dholakia) took the initiative of creating a kind of meta-model of the policy process.
