What is it about?

This paper explores China’s rural revitalization pathway by evaluating the strategy’s four foundational pillars, and the key barriers that mar its success through expert judgement, a multicriteria decision analysis approach (i.e., Analytic Hierarchy Process), and review of existing literature.

Why is it important?

The findings of this study have important policy implications. Firstly, targeted investments in infrastructure, such as transportation networks, broadband internet access, and healthcare facilities, are needed. Improving rural infrastructure can contribute to balanced urban–rural development, attract businesses, generate employment opportunities, and enhance the quality of life for rural residents. Secondly, it is crucial to advocate for the support of rural industries, craftsmanship, and artisanal activities that align with rural tourism, innovation, and the establishment of specialized villages. It is important to emphasize that small businesses play a crucial role in rural economies. They drive successful creative placemaking and self-revitalization initiatives, thereby contributing to rural economic development. Our perspective supports the idea that development strategists should provide small and medium-scale enterprises with access to capital, technical assistance, and entrepreneurship incentives. This will help foster vibrant and sustainable rural economies. Furthermore, the various perspectives and the proposed '4R value strategy' recognize the cultural and social aspects of rural revitalization. Therefore, current and future policy frameworks could promote arts and culture, village or county events, and the preservation of historical sites in different villages, counties, and districts across the seven geographic regions of China. These measures can help preserve unique identities and strengthen the social fabric, ensuring the long-term viability and vitality of rural areas.

Perspectives

Standpoints promote equitable development and reduction of regional disparities through targeted interventions to address the key barriers identified.
